As Los Angeles prepares to host the 2028 Olympic and Paralympic Games (LA28), the Los Angeles County Metropolitan Transportation Authority (LA Metro) is delivering multiple major initiatives to expand its public transit capacity. One of these key initiatives is the procurement of 182 new HR5000 heavy-rail vehicles (HRVs). These HRVs will support increased service on the B (Red) and D (Purple) Lines and aid the expansion of LA Metro’s heavy-rail system to West Los Angeles. This will help accommodate the city’s anticipated surge in visitors for LA28. It also represents a long-term investment to address the region’s growing mobility needs.
With 42 HRVs required ahead of LA28, we’re providing program management support services, such as delivery coordination and progress tracking. Our team is also supporting broader coordination efforts—facilitating stakeholder engagement, cross-team collaboration and internal reporting. In addition, we are leveraging our experience with the vehicle supplier, Hyundai Rotem, and their international partners so global supply chains and project delivery frameworks are thoughtfully integrated.
These efforts have helped LA Metro keep the program on schedule by mitigating emerging risks and making timely, informed decisions. For example, an early technical challenge involved addressing vehicle weight as designs advanced through preliminary design review. Working with LA Metro and the delivery team, we expedited resolution by first identifying and elevating the issue. Then, we established focused coordination and clear milestone alignment among all necessary stakeholders. To meet tight delivery deadlines, our team also collaborated with LA Metro and Hyundai Rotem to organize schedule development workshops and accelerate the review and approval process.
This program is more than a procurement—it’s a visible commitment to transform the future of mobility in Los Angeles. Once procured, these HR5000 vehicles will serve communities across Los Angeles County, enhancing connectivity to jobs, healthcare, education and public spaces. By enabling their timely delivery, we’re helping LA Metro improve the passenger experience and shape a stronger public transit future.
For the past 20 years, we have been one of few rail vehicle consultants to successfully support the on-time delivery of Hyundai Rotem vehicles on major projects throughout North America, including new-build, public-private partnerships such as the Denver Eagle P3 and Canada Line.
