The role of capability statements and good estate management
AtkinsRéalis’ work with Multi-Academy Trusts (MAT) is closely aligned with the Department for Education’s Good Estate Management for Schools (GEMS) and the School Estate Management Standards (SEMS). Together, these frameworks set out best practice for managing school estates consistently and effectively. The SEMS were released earlier this year with the aim of simplifying existing fragmented guidance and support to all trusts regardless of maturity. The objective is to enable them to manage their estates more effectively and confidently and apply a standard for measuring operational effectiveness.
We support MATs and other education providers on their journey in advancing through the SEMS four-tier framework. This ranges from Level 1 (Baseline), where most schools begin, through to Level 4 (Advanced).
The journey begins with an assessment of a Trust’s current level, benchmarked against SEMS. This is carried out using an interactive self-assessment tool developed in-house.
The process generates a personalised report, highlighting performance against SEMS and setting out a clear pathway for progression. We also provide strong regional support, ensuring each MAT has a single, dedicated point of contact. This builds familiarity with the Trust’s estate and fosters long-term, collaborative partnerships. We work alongside MATs focusing on the experience of their students, ensuring they have safe, well-managed and operational learning environments.

Case Study: E-ACT Digital Tools Project
E-ACT, a national MAT, engaged AtkinsRéalis for a three-month project to address outdated condition survey data and strengthen maintenance budgeting.
Our team developed a digital maintenance spend estimator using Smartsheet and Power BI, creating interactive dashboards to model different spend scenarios. The tool incorporated variables such as inflation and regional cost differences, while integrating new survey data to provide accurate spend forecasts and highlight urgent priorities.
The result was a suite of dashboards and high-quality data for executive-level decision-making. E-ACT can now:
- Visualise condition survey data across the entire estate.
- Identify high-priority remedial works.
- Bundle maintenance projects together to drive cost efficiencies.
This project demonstrates the power of combining technology consulting with quantity surveying expertise, giving trusts actionable insights and robust financial planning tools.
