Over the past 20 years, Colorado’s population has increased by nearly two million people, with most of these new residents living, working and commuting along the state’s Front Range urban corridor from Fort Collins to Colorado Springs. To better support rising traffic volumes and the state’s Moving Toward Zero Deaths initiative to eliminate all traffic fatalities and severe injuries on Colorado roads, the Colorado Department of Transportation (CDOT) and its Colorado Transportation Investment Office (CTIO) sought infrastructure improvements. Therefore, they embarked on constructing new express lanes throughout the region.
For more than a decade, we have provided planning, design, engineering analysis, and tolling advisory services on the project. These services include developing design standards, staffing plans and standard operating procedures; supporting procurement; and implementing roadside-tolling technologies.
Furthering CDOT’s Moving Toward Zero Deaths initiative, we supported CTIO’s chief tolling operations officer in the development and implementation of a first‑of‑its‑kind safety-and-toll‑enforcement program across all Colorado Express Lanes. Incorporating a multi‑phased approach from initial testing through deployment, the program leverages wireless, autonomous lane-enforcement technology to issue citations for:
- Entering and exiting at undesignated locations
- Using the I-70 Mountain Express Lanes outside of operating hours, except in an emergency or as an authorized emergency vehicle
- Traveling the I-70 Mountain Express Lanes in a vehicle with more than two axles or longer than 25 feet
Establishing a new benchmark for sustainable, infrastructure-light, and cost-effective enforcement on America’s toll roads, the program has lowered weaving violations by 94%. Other benefits include improved traffic flow and toll revenue. In 2024, it received the Toll Excellence Award for Safety from the International Bridge, Tunnel, and Turnpike Association.
As an extension of CTIO’s toll-operations team, we also created a cloud-based, data-analytics platform streamlining daily operations and maintenance monitoring. Interactive dashboards and automated workflows enable CTIO staff to quickly analyze data, perform audits, monitor automated-pricing schedules, and check system performance. This provides actionable insight, making it easier to identify and address issues early, and track trends over time.
To date, we’ve helped CTIO build 10 express lanes, advancing reliable travel options for Colorado drivers. Our efforts span significant milestones, from the grand opening of the eastbound Mountain Express Lane in December 2015 to the most recent delivery of a 16-mile express lane on Interstate 25 north of Denver. By embedding staff within CTIO’s team, we continue to provide responsive, day-to-day support that keeps Colorado Express Lanes’ expansion moving.
