With a focus on enhancing customer service and operational efficiency, the new United Airlines Terminal C North at Bush Intercontinental Airport (IAH), in Houston, Texas, was a two-phase program valued at around $260 million. We provided program management services for the project, working closely with the client team to develop processes for cost reporting, contract management, payment applications and funding management. Ultimately the project was delivered on time and under budget.
Built by Manhattan Construction Company, the first phase was the 2-level terminal building with a dynamic design for 14 gates with new jet bridges, new restaurants, a food court and retail outlets. The second phase included the ramp, fueling and utilities. The ramp portion of the project involved the removal and replacement of approximately 24 acres of concrete apron paving surrounding the new concourse.
Our team verified that all required site utilities were provided, such as chilled and hot water, electrical, domestic water, fire water, sanitary sewer and drainage to the new concourse.
Serving as owner’s representative, we worked with the client team to gather requirements and develop processes for cost reporting, contract management, payment applications and funding management, and a project management information system (PMIS) implementation. We also configured project delivery processes, including requests for information, submittals, transmittals and document management to streamline information and approval processes.
To control cost, the team identified a standardized cost breakdown structure for all the projects in the program which represented scopes of work. Additionally, the client’s funding streams were modeled into the system and funding request and appropriation business processes enabled the team to track all the project’s funding. The full life cycle of the project was modeled into processes. The corporate real estate (CRE) capital budget and funding modules, paired with the workflow- enabled contract, purchase order, change management and payment application processes provided users with continuity and visibility into the project commitments of the project and funding sources throughout the life of the project.
The terminal project received the 2017 ENR Texas and Louisiana Best Airport/Transit Project Award and the 2017 North Texas CMAA Transportation Award.

Expedited schedule/integrated project management approach
Integrated project, co-located team that provided many benefits including cutting process decision making efforts in half, reduced risk, and expedited schedule. The new terminal development on the existing ramp space was completed in early 2017 using a tight, three-year design-build process and was delivered under budget. Our team devised a scheme to create landside access through access configuration, which has helped United Airlines maintain its schedule.

Business process consulting and associated PMIS implementation provided transparency and predictability. Proper processes and software in place helped facilitate a lean team which reduced fees. Proper forecasting and timely reporting helped the team anticipate cost overruns that could be dealt with expeditiously by coming up with timely alternatives. The team developed a thorough understanding of airline operations and airline priorities through this program and many others managed for the airlines.
