Maintaining its performance and reliability is critical to communities, businesses and the wider economy. As climate risks become more pronounced, National Highways need a clear understanding of how they could affect the condition and long-term performance of its road assets.

Understanding the risks of a changing climate
Our projects focus on three key areas of concern:
• The impact of higher temperatures on asphalt surfaced roads over the next 50 years, including potential changes to deterioration modes and rates
• The effect of extreme rainfall on surface water depth and road safety
• The risk of thermal expansion and distortion to concrete road pavements during periods of extreme heat
Without a robust understanding of these risks, planning resilience measures and future investment strategies will become increasingly challenging.

Turning climate data into actionable insight
AtkinsRéalis combined climate science, asset management expertise and engineering analysis to create a more quantitative understanding of future climate risks.
The team identified established impact models that assess how climate factors influence pavement performance and road condition. These were combined with Met Office UK Climate Projections, incorporating a range of future climate scenarios and regional variations across England. National Highways' pavement construction and condition data was then integrated into the analysis to assess how different parts of the network could be affected under future climate conditions.
Using this approach, AtkinsRéalis developed a risk-rating methodology that enabled National Highways to assess and prioritise climate risks across the network. The project also included a review of potential adaptation and mitigation measures available to highway authorities, ranging from changes to material specifications and design standards through to operational and maintenance interventions.
Recommendations were then tailored to National Highways' specific asset base, helping identify where resilience measures could deliver the greatest long-term value.
Understanding how climate change could affect our road pavements is essential to ensuring the safe operation of the Strategic Road Network. This work provides the evidence needed to prioritise resilience measures and support more informed decisions about future investment and asset management.
